Device onboarding registers a new device in the system so the pipeline can decode its packets.

Required fields:

• Device ID / IMEI — the external identifier (usually 15-digit IMEI)
• Device Type — determines which decoder config to use
• Numeric ID — unique uint32 from binary header (must match firmware). Used for device resolution in the decoder pipeline

Status lifecycle:

• IMPORTED — registered, not yet provisioned
• PROVISIONED — credentials assigned
• INSTALLED — physically installed in vehicle
• ACTIVE — sending data
• BLOCKED — suspended
• RETIRED — decommissioned
